I typically recommend putting on clothes.

No, seriously, dressing appropriately for the weather will be a factor. hands cold? wear gloves. still cold? wear better gloves.

Going jogging and don't want to be layered and looking like the stay puft marshmallow man? go find one of the army surplus stores and see what they have in the cold weather section.

Hi, I'm new too. (This is actually my first post here, thought I've been lurking here a while.)

One thing I like when the weather is lousy, is cycling. Yep cycling. :p
My dad bought a couple of frame things (sorry, I'm useless at describing things), and set my sister's bike up on them. Ta-da... an ordinary bike can be used as an exercise bike inside as well. Cycling enthusiasts will know a lot more about it than me; but it's one of my favourite things in bad weather. :) Sorry this won't be much help!

There is some good indoor alternatives. The most affordable one I use is my Leslie Samsone Walking DVD! I get a decent sweat going on. I love it!

running/jogging in place. I have a Wii Active (and Fit)... and let me tell you they are fabulous. I like the Wii Active more because it gives you a structured (circuit) workout. You can choose the difficulty level of course, but mine seriously kicks my butt on the lowest level. Someday I'll work up to advanced!

This is what I wear when I want to go outside and exercise - not sure about a female alternative.

Torso -
Layer 1 - Long sleeve Thermal undershirt
Layer 2 - Short sleeve t-shirt
Layer 3 - Long sleeve shirt (I am using Under Armour cold gear at the moment)

Legs -
Layer 1 - Boxers
Layer 2 - Compression Shorts
Layer 3 - Long Thermal underwear
Layer 4 - Shorts (A baggy basketball short)
Layer 5 - Long socks (Baseball or Football socks)
Layer 6 - Thermal socks (if REALLY cold - usually on mountain hikes in snow)

Hands -
Thermal gloves

Head
Gorgonz Ear warmer ()
Knit cap

Some people will think that there are a ton of clothes to put on for a small amount of exercise. I wore that in knee deep snow (including the shorts) for a total period of 2 hours and 30 minutes. My body neither got cold nor wet. The shorts/long socks combination provides full range motion in the legs. Sweat pants for me can sometimes cause limited mobility.

That's my suggestion based on clothing layers. I live in Norway and it hasn't been above freezing in 2 weeks now, and snows 3 extra inches every night.

I have a treadmill, but haven't used it in years. I prefer to bundle up and go outside, or if it really gets bad, I'll stay in and do calisthenics - squats, pushups, crunches, marching in place, etc.

HAHAHAHA, get a Snuggie.

tight fitting wool long sleeved underwear, a thin microfleece something as a midlayer and a hard shell (like.. 3 layer GTX or something) will make you pretty much completely able to ignore weather like that :) a soft shell if you are running or the likes. The best part is that it'll also keep you somewhat dry even when you sweat and it'll let your body breathe.
