How to get a line between bicep and tricep?

I see some people have a line on their arm that distinguis between biceps and tricep. I've tried to do a search on google and this forum for that workout technique and found no information about it.

Does any one know any workout technique that create this line on the upper arm?

when you have some muscle and low bodyfat, lines like these will appear. Do you mean on the outside (that points out) of the arm or inside (that is towards your torso)
 
muscles dont get big as they get stronger... hence being able to do 10 dips isn't a way to gauge your tricep size and determine if you just need to lose more fat...
 
Thats the point, i was being sarcastic. Think outside the book for once. Let me make this very simple. You wont see "the line" if your tricep isn't big enough no matter how little body fat you have. So there would be no point in trying to lose body fat if your tricep isn't big enough. The number of dips you can do are proportional to arm strength and your weight thus being able to perform 10 of them would mean that your triceps are strong/big enough and you just need to cut the fat. If you can't perform the dips then you need to work out your triceps more. It's a simple test based on simple logic. My body is proof of my claims.

Can you explain how being able to do 10 reps of dips equates to your triceps being big enough so that you just need to cut fat, as you say above. I think you have been thinking outside the box a little too much my friend.

I have a mate that can perform like 20 dips and his triceps are tiny no line there and he has low body fat. Do you think if he does lots of dips like 100 he can get that line duhhhhhhhhhhhhhh

when i was a skinny bastard i used to be able to do more than 10 dips, easy :p because my BW was so low. I do agree on the point however, if you're muscles are small, you need to bulk first.
