How much cardio when bulking?

I am 25 years old, 6'2 & 175 lbs. I would ideally like to get up to 190 - 200 and then cut down to 185.

So for the last... 2 or so years (lol) I've been trying to put on weight and have been doing next to NO cardio work. I do full body workouts 3 days per week, I eat as much as I can of relatively good, clean food (baked fish, chicken breast, whole wheat pasta, etc) In the summer I go for long walks usually once or twice per week but that's about the extent of my cardio aside from normal day-to-day activities.

I have a little bit of a fat collecting in my stomach and under my chin... and I hate it!!! I know you can't bulk w/o expecting some fat, but I'm wondering if there's anyway I can do some light cardio, since it has been so long, to maybe tighten things up a bit without sacrificing any muscle? I wouldn't mind a layer of fat if it were spread out... but it seems to just collect in those 2 areas leaving my arms and legs still kind of thin. Does this mean I'm not eating enough? Eating just enough of a surplus to collect a bit of fat to those 2 common fat collectors but not enough to spread around?

How do football players do it? They put on tons of muscle while doing a ton of cardio to build endurance and speed... how!?
 
a lot of football players are genetic freaks. I would do cardio though. If for no other reason than keeping your heart healthy. You're not going to eat into your muscle doing cardio unless you're starving yourself. There is no reason you can't bulk and do cardio at the same time provided you are eating enough calories. As far as why the fat is collecting in those two places- fat is stored differently in everyone. There is no way to lose it in one spot. It's just about your genetics where it goes.
