How long to work out

I hear a good # of reps in 1 set is 15. How many 15 rep sets should one do for an effective work out? And how long do you rest between sets?
 
Depends on your goals. 15reps is too much in my opinion i go from anywhere between 4's to 12's but i prefer 6's and 8's.
 
It depends on your goal as far as rest times and how maximally you're lifting. Most of your ATP (or energy for contraction) is replenished within 60 seconds. In my opinion, unless you're going all out on heavy doubles, just stick with a 60-90 second rest interval.
