focused bulking

I'm currently doing full body workouts 3 times per week, and I was just wondering how feasible it would be to only bulk up certain muscle groups. For instance...I know that to get the best bulk you need to work your lower body, which I have no problem with, but I really don't want my legs to be any bigger than they are, and the same with with my shoulders.
Would I still get the same benefit for my other muscles if I didn't work these areas to the same intensity? (ie. not going to failure and not increasing the weight). Kinda like a maintenance thing.
 
For a short period of time, yes. But in the long run, definately not.

Remember the big benefit of whole body routines is to create enough intensity that your body releases lots of post workout hormones (the effectof which last up to 48 hours) and then rest for a long enough period to allow maximum recovery and muscle growth (around 48 hours) and then hit it again. So if you are coasting through parts of your routine, especially the largest muscle groups (lower body), you are limiting the intensity and therefor limiting the post exercise session hormonal benefits...
