Do those electric belts body-build?

Not sure what they're actually called but the things that send electrical impulses making muscles contract. Do they give you muscle/make you stronger or what exactly?
Are you meant to exersize before or after you've used it?

Nope. They might give you a nice massage or get blood going to the area.
