Diet and Bicep Help

I have been building for nearly a year now and i can see the effects working very well on my chest and abs. The thing is when I work out on my arms, I use the routine of making my muscle not adapt to the weights been used, I will use different sizes each day, but even though I can tell that it has worked well when I tense my bicep and tricep it bulks greatly but when I rest it, it feels like its just gone back to how it was before.
How do I make it so my bicep ends up like it is when I tense? because its huge when I tense them.

And with my diet, I eat alot of chinese health foods such as rice, chicken, corn. And have the usual fresh roast chicken sandwich with salad and mayonaise at college. My drinks consist of orange juice, low fat chocolate milkshakes (for a treat like twice a week ;) ).egg fried rice packed meals sometimes for tea
For tea with my parents I usually have chicken and jacket potato meals and sometimes the good calorie pizzas.

But I just don't want to end up going on Mega Mass drinks, creatine formulas or thermobol capsules. I do want to stay away from that area of things but I am really confused about what I should be doing.

I'm not pretending to know the answers here, just offering my thoughts...
Perhaps the reason they don't look big when unflexed is because there is a fair bit of fat surrounding them that hides their definition when you are not flexing them? This might give the appearance that they're not that big.

Also, I heard that dairy products can lead to a softer appearance as opposed to the rock hard physiques that many body builders have. I don't know if that applies to your situation or even if it's true or not...but I suppose it might be worth a mention.
