Cutting or Bulking?

I'm 6"3 weight 198lbs 16 years old and my bf% is average.
Ive been weightlifting for about a month now and been reading up on the subject.

I was wondering would it be better for me to bulk up first then go into the cutting phase. Or vice versa ?

It all depends but I'd go ahead and bulk. If you just started training, there's probably not a whole lot of muscle to cut down to and at 6'3 and 198, it doesn't sound like fat loss is an absolute need. Build up some muscle and the when you cut, you'll have something to show.
