Building leg muscle and stamina question

Hi, I go walking up fells and mountains in the Lake District but I always find I lack stamina and have to rest frequently. I've been doing all sorts of leg exercises at the gym every week or two for the past 8 months, but have avoided crosstrainers etc. as I have a bit of trouble with anxiety which comes on when I get hot and out of breath. However I've been giving the Stairmaster a go over the past couple of week which seems to work better for me. I've been doing 11 minutes on level 8 on the speed interval setting. I basically want to build muscle on my legs and increase stamina to help with my fell walking. Am I going down the right route ? Should I also continue with the leg exercises and should I try to increase the level and time on the stairmaster ?

Thanks in advance.
