Picasa2. It is a free program offered by Google. It's not bad, but it's very basic.

Picasa is easy and good.

Try photofilter has some more advanced features.

The there is the Gimp, Think free photo shop... Not the easiest to use but VERY powerful. At least it was the last I used it.
