Pre-Lifting-Never! Always get fuel in before lifting. Protein and Complex Carbs
Pre-HIIT Cardio-I wouldn't recommend it really, its a very taxing process to the body added to not having any fuel. I would recommend at least a small meal prior.
Pre-Regular Interval or steady cardio-Its a personal choice really. I personally take in a little protein prior to protect the muscle a little for my personal body work. I also only do one of these sessions a week anyway as most of my cardio training is HIIT. I don't get to caught up in the fasted state cardio argument, I just bust my ass in those HIIT sessions and it seems to work fine for me. But again its too each their own and body thing. Listen to your body, if you can get in a solid workout, then it for you could have benefits.
