reduce fat and increase muscle at the same time??

Hi, just wanted some help

I wouldnt consider myself fat but i have a bit of fat around my stomach and chest and want to get rid of it. I also want to increase the size of my muscles at the same time (skinny arm syndrome). Is this possible, or should I loose the fat then try to increase the muscle size?

im no expert and dont try to be. but if you increase your muscle mass by doing weights and takeing in extra protein, the more muscle you have the more calories you burn doing things like walking or even sleeping.
 
its not alot of cals that will be burned.
If your a newbie you can get away with less fat and more muscle at the same time. but if you have been training for a while you have to choose.. bulk or cut.
