how does walking with hand and/or ankle weights work for building muscle in your arms and legs?

i agree, work on your cardio and than give your arms a proper workout...i use to do this, but eventually my arms would get tired before my legs.Trainer Lynn said:I'd rather just increase the treadmill incline or speed of the walk.
