Will cardio help or hurt me?

I have already done the reading about anabolic and catabolic. I understand that, I have looked all over google for an answer to my quesiton, but have been able to find one. Here is my situaiton I am 6'1" 138 and I am trying to get to about 160-165 with very low body fat. The problem is is that I am a hard gainer, so what would be the best way to approach this goal?

Do cardio and stop weight gain outright?
or
Gain weight and then cut? If I do this how much weight should I get up to and cut?

Since you have a natural high metabolism (guess based on your size) you will want to do a bulk phase and can probably get away with lower amounts of cardio. While you are in your bulk phase your cardio will help to try and keep in check, but you will can some fat. Set a target weight for say a 3 month bulk phase. During that phase eat a ton of clean food. Once you hit or get close to your first target weight, re-evaluate and see if you need to cut at that time or conitue on. If you still have a reasonible BF% keep going and set a new target weight.

Eat tons of clean food, exercise with free weights (heavy, but safe) and watch yourself grow.
 
Scott Free is correct. The normal cardio during a bulking phase is 2-3 days per week. this is only to keep fat gains to a minimum while bulking.

Man, I can't wait to bulk in spring.
 
If you are a hard gainer, you want to keep the cardio down to once a week and keep it low intensity. It would be better to try and stay active in your day to day activity rather than devoting time to cardio. Keep your weight training sessions a brief (30-45 mins), frequent (hit each muscle group 3x a week), intense and thorough. Eat small portions constantly. Be generous with your protein and complex carb intake.

One plus of being a hard gainer, is that while the gains may be slower, they will be leaner if done right, and you can avoid that nasty cutting phase all together.
