Why is the min cal intake set at 1200?

For all women, why is it set at 1200? I mean, there is a wide range of body sizes for women, so how come it is 1200 cal/day min for everyone?
 
1200 isn't the minimum intake at all. For a lot of people, 1200 would be way too low. Actually.....

UK Department of Health Estimated Average Requirements (EAR) are a daily calorie intake of 1940 calories per day for women and 2550 for men.

And even that is just a very rough guideline. Every single person has their own minimum calorie requirement depending on about a gazillion factors.
 
1200 is the minimum for weight loss. You should never go below 1200 calories a day. This will just send your body into starvation mode.
