what am I doing wrong?

I've been lifting on and off for a long time. Probably since I was around 13 or 14. I took some time off from lifting when I joined the Army back in 2000, and started up again around later 2002. I had a pretty standard routine, and it was pretty effective. I stopped for a while after that because I was too busy with work for anything else. I've gained a lot of weight during the break, approximately 35-40 lbs. About 2 months or so, probably more, I bought a new bench, all new weights, and whatever else. Dumped over a grand into the equipment pretty much. Since my legs are constantly being worked out at work (I'm a contractor/painter) my big focal point is my upper body.

I'm not a big guy at all. about 5'10" 185lbs weeny 15" arms :) (which is what I'm trying to change)
I've done all the upper body workouts like bench, incline, decline, and flat. Normally weight of about 205-225lbs 8-10 reps, 4-5 sets. 21's, concentrated curls, hammer curls, triceps kickbacks (I think that's the name) skull crushers, fly's, dumbell press, military press...I could go on, anyway. My problem is, my chest is just not building at all. Even after a workout, I feel no burn in the chest, no swell or anything. My outter chest around the pits is pretty developed. I have some stretch marks there from long ago when I was lifting like a mad man. Even when I'm doing exercises that concentrate on my chest the only place I feel the effects are my arms. My shoulders are pretty developed to.

Am I doing something wrong? How do I build a bigger chest? It just has no definition. Could genetics play a role? Because I'm starting to look like my father haha.

Probably overtraining your chest, only do compond lifts and do one chest exercise per session twice a week. Try a different rep scheme and dips and dumbell bench press are the best exercises for developing the chest.
