Weight loss/fat burning tips???

I am not really overweight (see pic below), I am 5'10" and 210 lbs. and just turned 27. I mostly just have a beer gut. My goal is to lose about 25 lbs., get faster, stronger, have better endurance and shed the fat around my mid-section, chest and neck.

Here is my new routine.

I am going to the gym Mon. - Fri. for about an hour of lifting, then cardio (bike, treadmill, eliptical, sprints, or jump rope). Monday is chest, Tuesday is back, Wednesday is arms, Thursday is legs, and Friday is shoulders.

I am taking Hydroxycut Hardcore, I have cut out soda, fast food, snacks, and most breads... And cut down on meal size in general. I drink about 2 protein shakes a day, each having 2 scoops of whey protein powder and a whole banana.

Anymore I should do, or anything I should do differently??

Count your calories. Use a site like sparkpeople.com to track everything you eat. Find out how many calories you need per day using this, then aim for 70% of that amount. You say you cut back, but that's pretty vague, and it's likely (because everyone does this) that you're grossly over- or under-estimating your calorie intake.
 
alsace gave you a good advice. Also, drink lots of water, try adding protein in all your meals. Try making protein pancakes for breakfast for instance since you are lifting, it will help you shape up and build muscle.

Cardio hits fat, and melts tummy fat specifically.

Well I never saw this post the first time around, but here's my advice:

Ditch the hydroxycut.

Start counting your calories and making sure you're getting a proper balance of nutrients. I'd recommend about 40% carbs / 35% protein / 25% fat. You should be aiming for about 1g of protein per pound of goal body weight.

Read the sticky posts in the exercise area, especially the one titled "The Conceptual Side of Weight Lifting". Your exercise program looks pretty awful, actually. It looks like there's a lot of focus on visible muscles and isolated stuff and not enough full body and core work (and I'm not talking crunches). You should be lifting hard, full body, every other day and filling in around that with cardio.

how would i know how many calories a stake has or cooked beef??????

You look it up on a site like fitday.com or thedailyplate.com or sparkpeople.com or any of the gazillion other calorie counting sites online.
