Want to Lose Inches

I want to lose a couple of inches only in my buttocks, as I have a wedding dress to fit into in about 9 months.

I'll start by saying I have a pretty muscular body and I always gain weight when I work out, so it's pointless for me to go by weight. I prefer to see my results in the dimensions of my body.

I'm female, 25 y.o., I weigh about 137-140lbs.
Chest: 34 inches
Waist: 28 inches
Buttocks: 40 inches

I have been running 20 minutes on the elliptical 3x's a week. Doing some ab exercises (crunches). For biceps and triceps I do 2 sets of 2.5kgs at 15 reps. I don't do any leg exercises as I am nervous if I do I will gain inches. What am I doing wrong? or what exercises can I do to reduce inches in my lower body?

Thanks!

Spot reduction doesn't work. You can't just lose weight off your butt. It's pretty much last on, first off. One hour of cardio a week with a few crunches and curls isn't much. If you want to lose weight you need to look at calories consumed and burned. Want to lose weight, burn more than you consume. Push the cardio up to 30 minutes a day, watch your intake and you may make progress.

Thanks. This week I started doing 40 minutes on the elliptical. I will also start the calorie counting. Again thanks for your help.
