This is how I've always done it on my clients
Arm - right arm, out with palm up, mid way between elbow and shoulder
Chest - across nipple line, at mid-breath
Waist - even with navel (over love handles if applicable) again at mid-breath
Hip - 6" down from waist
Thigh - 7" up from top of knee
Calf - 7" down from top of knee
These allow for specific reference points to insure consistent readings. Waist and thigh can be significantly different if done even an inch higher or lower, so developing a specific point helps to minimize discrepencies. Also, like weighing, try to do it under similar circumstances - time of day, etc.
