Stomach problemsss

I'm 16 and 140-145 pounds, 5'6 and i've noticed that my stomach fat is amazingly hard to get rid of. I have no idea whats going on.

I do a lot of sit ups every now and then, but it doesn't do the trick...

I'm afraid that in the past when i lost 40 pounds too quickly, it may have left some extra skin thats impossible to get rid off without surgury... its been about 3 years since then and i started working out since 2 years ago :( , im frustrated. So the question is...

how do i get rid of my stomach fat and can having extra skin stop me from gettin the body i want?
 
situps alone wont make a difference. how does your meal plan look? it takes equal parts training and nutrition to see results. :)
