SOOOO Confused about toning!!

Hello everybody! With all the info out there, Im just so confused about toning. I understand that there is no such thing as "spot-reduction" but I am having a dilema:

I am 5-10 pounds away from my goal weight. I want to "tone" my thighs/legs. What should I do?
Should I do 20 mins interval training then 15 mins toning exercise for thighs/legs at each exercise session?
or do those areas just need more weight loss so should i continue 35 mins of just cardio?

i am on a 1200 calorie diet so i don't have much extra energy to do weights or vigirous cardio.

Could somebody please help?
 
The fat loss has the greatest effect in terms of the 'toned' look. It's not awful to do the workout for your thighs, but I don't know that it would actually do much for your goals right now.

I asked my friend (she's a nutritionist but she has some expertise in the fitness field), and she said that if I lose any more weight after 130 pounds, then I will get too "bony". She told me that it looks like now my lower body is ready for toning. I think this may be true because my ribs are starting to pop out and all my friends keep telling me that my arms are getting too thin. So I think I will keep up my calorie deficit til I reach 125-130 and I started yesterday doing the toning exercises for my thighs and buns. Does anybody know how long it will take for the "toning" affect to show now that there's not much fat on that area of my body? Thank you.
 
it sounds to me like you have lost muscle which means to get the look your after you will need to gain weight in the form of muscle. this will require boosting calorie intake along with a good weight training routine for the whole body, you will gain a little bit of fat but this can be lost again after you have built some underlying muscle which will also boost your metabolism.
 
Your prob right trusylver..i will def work on weights more diligently after i reach my 125 goal. i actually just started doing light weights again after 3-3.5 months of stopping.
