'Skinny Fat'?

Hi all, sorry if this isn't the right place to post this but I wasn't sure what category it fits into!
Basically, I am a 5'8,18 yr old female and 133lbs. I am pretty fit due to an hour of exercise 5x a week plus i cycle everywhere... except I am pudgy and have rolls! :( I have been doing quite tough cardio about 5x a week for the last 5/6 months whilst following a diet fairly low in calories (around 1300-1400 per day), eating loads of fruit and veg trying to lose my wobbly belly but I just cannot shift it.
This is my typical meal plan;
B- porridge, banana and an activia fat free yoghurt
S- a couple of rice cakes and an apple or chopped up veggies
L- Salad with tuna (no dressing) plus some fruit
D- brown rice with chicken and peas, plus fruit- apple or some strawberries
usually get some Whole Foods peanut butter in there too when we have some in the house!

I know that I'm not overweight at all, I just want to lose the excess body fat so I can feel more comfortable in my body and I really don't know where I'm going wrong! I've googled the whole 'skinny fat' thing and all I find is articles trying to sell me protein shakes :/ so any help would be appreciated!

Start lifting weights! :)

But really, incorporate some strength training (not just ab work) and your body composition will slowly change over time.
 
Yup. The diet looks pretty good. Read the sticky in the forums titled "The Conceptual Side of Weight Lifting". Reshaping your body is what you want - and lifting weights is the way to do it.
