Should my council tax be spent on this?

Quick calculations for the Americans

£300,000 is about $400,000 currently.
39 stone = 546lbs (1 stone = 14lbs).

Wow. Whether the money should be spent or not ... For £300,000 you could put that man into a really nice medically based fitness/health spa where he could have a full medical workup and then work with dietitians, nutritionists, trainers, and other professionals to learn to live a healthy lifestyle.

I'll bet you after 6 months in that kind of environment (and for half the cost), he'd be in a much better place, health-wise and weight-wise.

Actually, £ 300.000 £ is nearly $ 500.000 ... :(

And no, I don't think that money should have been spent on the house at all. The medical conditions he mentions are ridiculous, a course of steroids about 50 years ago, and he's got diabetes and kidney problems.

Well - no shit sherlock! Weighing 39 stone and taking no responsibility whatsoever for the state he's in - the diabetes and kidney problems most likely stem from being overweight and his eating habits, not the other way around.

Makes me want to throw something, really. The council should have nothing to do with it, and should have no obligation to do anything for him. If he doesn't like the fact that he can't go out, he should lose weight, it's as simple as that. Being fat is not a disability, and should not be treated as such - it's self inflicted. Being born blind, or losing your legs in an accident, that's a disability, but a lot of really disabled people I know get little to no help from the council and other facilities.

Yet they throw 300.000 quid out of the window, and encourage the guy to put even more weight on...and a lot of others, equally heavy peeps will probably be rubbing their hands and looking for the phone number of that architect.
