This may sound wierd... But i have been doing this since highschool hoops (15 years + or - yikes!) when I get shin splints.

take a pair of long gym socks (knee highs...) Put hot water on them, nuke them in the microwave for 30-60 seconds so they are nice and hot (but not enough to burn you) and then tie them firmly right under your knees (above your shins) when you goto sleep at night (dont tie them too tight... just have them apply a little pressure)

Im sure you could use towels or cloth or something besides socks but I had a highschool gym teacher show me the trick and I was amazed..

I know it sounds like it wont work but I bet you will be surprised. Good luck.

Creating a new 'anchor' point below the knee can work (see above)

Also try:

Deep tissue massage for both the calf and tibialis anterior (shin muscle).
Bare foot walking.
Dynamic stretching for the lower leg.

You don't mention your training or anything specific about the problem - shin splints can cover a whole range of things.
