First off, electronically controlled resistance and manually controlled resistance can mean a few things... Electronically controlled resistance would imply a computer that controls how much force you have to exert to move the pedals. An example of this would be a 'hill program' so the computer will automatically change the resistance to simulate a hilly road.
It could also mean another thing, that the resistance is selected by the user, but is changed by the on board computer; so you don't have to adjust any knobs, you click a button for more resistance and the computer does that for you.
As far as manual controlled resistance, this implies that the resistance is controlled by the person on the bike. But the resistance can either be set by the onboard computer, or by actually manual tightening down a knob (very low tech). This will depend on the model you get.
In general any kind with an electronically controlled resistance, would be the best solution (IMHO). Now as far as getting a bike or a treadmill, it really depends on what you like... Do you like to run or bike? I like biking, because it's easy on my joints, but that's just me. So that kind of decision will have to be made by you.
