Problems losing weight

I don't know if this is in the right forums, but here I go... (I'm 20, 6'1'', 155 lbs)

I have been exercising twice a week for the past three weeks, to try to lose some fat around my neck and stomach. In general, I'm thin (my body mass index is 20.1) but I am getting a little pudgy down there. My exercise routine usually includes 3.1 miles on a treadmill and some free weight lifting. At the same time, I've cut down my calorie intake -- replaces sandwiches with salads, try to control my portions at dinner -- but I don't know how much more I can do without starving myself.

Yet, I've seen virtually no results and I'm starting to become discouraged. If anything, it has gotten a little bit worse.

Does anyone have some tips on this sort of thing?

1. I don't know what my actual weight is, it's been a while since I've stepped on a scale. I don't know what my goal is either, but I do know that I'd like to lose a couple of inches around my waist.

2. I have an account like that over at Calorie Count Plus @ About.com.

3. My free weight training usually consists of barbells, lateral pull down, benching and shoulder crunch.

4. I've toned down my diet for three weeks. I don't know what my starting weight was. I usually run around 7.5 mph on the treadmill.
 
I am just going to suggest something here, so if you want to try it, do it. But let me know what happened, okay.

So, the other day I somehow managed to gain three pounds in a day. I had some tortilla chips and soup late at night and that must have somehow set it of. The next day I had to do something. I made it an all grain day.

You know how some people have fruit days? I think grain days might even work better because they leave you happy. There is something about carbs in grain that does it.

So, try a grain day and see if it works for you. Oh, and I actually add a little veggies, just to give some flavor.

This is what I would do:
For breakfast cook some brown rice and eat that.
1 cup brown rice
2 cups water
some salt
bring the whole thing to a boil and simmer for 35-40min (lit on).

you can snack on the rice any time you are hungry.

For lunch and dinner:
one onion
large spoon of oil
some cooked rice
sautee the onion in a skillet for three minutes, add the rice and let everything heat through. Add some seasonings, some more salt.
You can also use a leek, a carrot or whatever veggies you have around instead of the onion. Just make sure they are fresh vegetables.

It is very important that you stick to only whole grains. Don't eat refined grains, don't eat sugar, don't eat fruit, don't eat food additives.
On the good side, you can eat as much of it as you want to.
