I've had to fiddle because my photos are
way, way above the limit allowed here, so I have to degrade the quality a bit. What I do is I open them in paint (right click the file, "open with" and select paint), zoom out (to 25% or so), take a screen shot, open a new file in paint (don't save the old file), paste the screen shot, use the square "select" to grab what part of the screen shot you want (the photo), and then save as bmp or jpg (the forum accepts either). You have a smaller version of the file (my original files are 4.5-5.5mb, doing this reduces them to generally under 50kb).
If you want to do something more complicated like have multiple photos in one file (like the first one I've attached below) or add words/ a watermark, then use Microsoft Word or a similar program (instructions are for Word). Do what I've described above, and when you're done, instead of saving off, use the select tool, grab what you want, copy, and then paste into word. Change the text wrap to square (right click the image, text wrap, "square"). Do the same for all the images you want in the one file, arrange them as you please, take screenshot, go back to paint, use the select tool to grab the photos, new file, paste, save.
To add text (like the second picture attached, for me this is to stop people stealing my shots), do the same, but once you've arranged the photos, insert wordart, write what you like, change the text wrapping to square, put it on top of or near the photos as you like, then take the screenshot and carry on from there.
