140 lbs is definately a healthy weight for someone as short as you, its a good goal! Don't expect to lose it quickly though. A healthy rate to lose weight is about 1-2 lbs a week, so at most about 10lbs a month, you're looking at a good year of work ahead of you. Of course there are lots of "rapid loss" diets out there, but they often plateau quickly, and you can only lose so much on them.

The popular diet around here is a moderately reduced calorie intake, and lots of exercise! Moderately reduced means that you should under no circumstances starve yourself, as this will gimp your metabolism and really work against you in the end. Maintaining a range of about 1000-2000 calories per day (depending on your height, gender and activity level) would be healthy. The exercise that will get you okay results is making sure to get into a good sweat for at least 20 minutes, 3 times a week, but the more you exercise the better the benefit, especially if you switch it up between cardio exercises and toning exercises.

You can do it if you put your mind to it and are truly serious about it! Good luck!
