New to ALL of this

Hello all, my names James im 31 and have never really worked out in a gym. I've always kinda been on the lean side and was always pretty active so never really felt I needed it (until recently lol...) When I noticed my metabolism had started to slow down I started getting out more jogging in my neighborhood but I am greatly wanting to do something about my definition.

I am 6'4" and about 150-160 pounds and would really like to put on some muscle tone, as it seems like I am either skinny and tall, or tall and pudgy with no in between grrr... So here I am, looking for advice and tips, as I am a beginner to all of this.

Welcome on board. The best thing you can do right now is have a look around the site and read some of the stickies.

If you're after "muscle tone" (which, by the way, just means having a relatively high volume of muscle and low volume of fat within the confines of your bodyweight) and you're struggling with either being skinny or fat but never muscular, then at a minimum you should be looking at some bodyweight training, but you'll probably have more sustainable progress with weight training. So those are two areas of the forum you should take a look at.
