Need Help, I cannot loose Weight! Please Help!

Hello, I am new to this forum and am not quite sure how to do this the right way but here goes.

I have a major issue on my hands, since Highschool I have wanted and tried to loose weight. The only successful time was when I starved my self, but that did not end well. So I am still stuck with trying to loose weight.
Here is a little about me.
I am 5'9, I am a female, I wieght about 185, with a BMI of 27.3.
I my goal is to be 150 or BMI of 22....
I eat healthy, fruits vegetables, dont like junk food.
I work 40+ hours a week, and have minimal time for workouts, but I try to walk everynight, and at lunch. I eat about 1000 or so calories a day, less sometimes. I have tried many diets, and products, only to loose like 6-7 pounds, and then go back up.
I am big around my stomach area, thights, and upper arms. other than that I am ok with.
I am looking for a permanent weigt loss.
Can anyone help me?
Can I loose the weight I want to?
I want to loose the fat on my tummy, and my thights, and upper arms.
Is there anythin out there that can help me???

If you have lost weight and then gone back up, my guess is you weren't eating enough while doing. Figure out what your maintenance calories are and work from there. Also incorporate some exercise with resistance training at least 3 days a week. Also, you said you eat fruits and veggies, but you definitely need to make sure there's some protein and healthy fats (lean meats, eggs, nuts, olive oil, etc) in there, which will help you lose weight and stay fuller longer.
