Is this weird of is it just me? New here.

Before, when I was attempting to lose weight, I did lunges, but now I've stopped and I notice that mid thigh down my legs are toned, but all the fats are wobbling at the upper part of my thighs. I have never seen anyone else with this problem. Any explanations and solutions please?
 
you need to do more adduction/abduction hip exercises they usually have these machines at the gym. They will tone the outer as well as the inner part of your upper thigh. Side lunges are also good to target this area also.
