Is it possible to target areas for weight loss?

I saw an episode of The Tyra Banks show once and a lady on it was saying that she achieved curves through targeting fat loss through exercise in certain areas. I just was wondering if that is possible. Because I would really like to slim down my waist line, legs, and arms but still keep the chest and butt i have now. are these certain exercises that can be done for that? to lose weight but not your butt or chest?
 
It's not possible to spot reduce that I know of, but it is possible to give the appearance of it. If the average, non-exercising person does a bunch of ab work, the gut will look trimmer, if only because of the increased muscle support. Maybe that effect led to people believing that spot reducing works.

it is possible to spot develop muscle!

meaning, you can develop a tricept and it will help to pull the skin tighter on tyour bicept. Or back to abs, etc.

p.s. I think performance is a much better goal than appearance. Shoot for a performance goal, and appearance is a freebie!

Not sure this would work for the abs, you'd end up with bigger ab muscles behind the same fat, which would just cause it to push out more.
 
I guess if you really do a lot of ab work, that would happen. I just mean the average schlub who starts working out a bit. That's what happened in my case, at any rate. People who don't work out at all have weak abs, and things tend to sag, especially as you get older.
