i need serious help!!!

yes i do take around 2-3 min rest between sets
but the thing is if i increase the weight i wont be able to finish my workout.
and theres a reason to why my sets are pyramiding up and down, it hits more of ur muscle effectively and i find it better to do it this way cause when u are pyramiding down i can say to myself dont be scared its 5kg less than what u jus done so its gonna be easier :p. i asked couple of people at my gym and they wanted the videos i was using so they could use my workout routine

I'm sorry but I'm a little confused:

You said you pyramid up and down (so like 10-8-6-8-10 or something like this) but two posts above you said you did 3x10? Which is it?

Maybe I should have been more clear. When I mentioned moving towards your 1rm, I assumed that you would also be lowering the target number of reps. Thus you would have "more energy" for your workout.

Also, I think it might be a bit overkill doing flat, decline, and Incline in a single workout, but what do I know.....

But your arms aren't growing, isn't that what you asked about? Obviously what you are doing isn't working for your arms. You train chest twice a week (and you're gaining), back twice a week (and you're gaining), legs twice a week (and you're gaining) and arms THREE times a week (not gaining)? Cut the bicep & tricep exercises way back or drop them alltogether for a while. Only then are you going to see gains on them, especially with the volume you're doing.
