HIIT HR Question...

While doing HIIT rowing I don't feel that my body is doing 90-100% max of my heart rate. Every HRM and website I have read says that my zone (for HIIT) is 170ish (85%) to 178ish (90%). However that doesn't feel intense for me. Usually topping into the 190's (even 200's) is what I "feel" my max is, as I am dead tired after I hit that. (my resting heart rate is 37).

(I have tried three different HR Monitors -- all pretty much give the same readouts)

Does anyone know 1) if you can feel like you aren't drained/tired, yet still have a 90%+ above your normal heart rate and 2) is it okay to go above your max heart rate while doing HIIT?
