Hello. New and highly confused member

Hello all.

I have joined this forum to try and get some solid advice. I feel like I am going around in circles asking friends and random people at the gym.

I am 25 years old, 5ft 8" and weight 12st 4 (172lbs)

Now here is the tricky part. I am happy with my weight apart from my pot belly that I badly want to flatten. So the burning question is do I need to have a calorie deficit cutting diet? Ideally I would like a better chest and arms but for this I have been told to bulk and I can't see how eating more than my daily intake would flatten my stomach?

I have also been told that even if I bulk, albeit eating healthy, then my stomach would naturally flatten because I am not eating garbage. Is this true?

This is where I am massively confused. Yes I do want to flatten my stomach BUT I don't want to turn myself into a skinny thing (because you can't spot reduce). Yes I would like a slightly stronger/biggest chest (bulk) but a flat stomach is my priority.

Now to this board this will be cliché, but how do actors (C. Bale for example) manage to put on such muscle and keep a ripped stomach?

Any help is appreciated and effort and dedication isn't an issue. I'm ex-UK Army and relish hard physical work. Admittedly I just have the diet and technique drastically wrong.
