Yes, up to a point only because the loading potential for weighted push-ups definitely has a limit. After a while it's just unsafe to keep adding weight to this movement. At some point, you would definitely benefit from switching to bench press, or even overhead pressing and keeping the push-ups as a secondary movement.

EDIT: With regards to the movement becoming unsafe when adding weight, it depends on the loading method. Weighted vest would be ideal as it is the safest and will distribute the weight over more of your body. Putting weight plates on your back can be dangerous to the lower back, assuming one's core isn't up to par to maintain a neutral spine as well as the inherent risk of plates sliding and falling on your hands. Draping chains over your back can look really cool, but can also cause a significant amount of strain to your neck and/or lower back depending on how you choose to load them.

The bench press also has its inherent risks, however, there's a longer curve on the bench press towards it becoming dangerous as you can increase the safety factor by performing the movement in a squat rack with catch bars, using spotters and with solid form you can increase weight much more before you're at risk.
