I'm a student social worker and while I have a long way to go I do have some knowledge in this area as we already studied child abuse/neglect.
In this country at least, that definately would not be considered child abuse or neglect. It would be considered the parents' right to smoke in the house as smoking in a private home is not illegal in any way. (Even in cases where illegal drugs are being used children are left in the home if the parents' addictions are considered to be "managed well", ie in a way which does not endanger the children.) I couldn't say if things are different in the US though.
No, of course not. Knowingly putting kids at risk for lung cancer is not endangering the children. Knowingly smoking in the home of children with asthma isn't wrong. Who the hell cares? Smoking isn't bad for anyone!! We live in age where we know smoking has no negative health effects on people. Sheesh.
The issue wasn't IS it considered child abuse/neglect, the issue is whether or not it should be considered abuse or neglect.
