Going over my target heart rate.

Hullo all. :]
I started working out last month;
& I've been keeping up with my target heart rate.
I use the stationary bike & elliptical--
going over my THR isn't a problem on the bike.
But I really can't seem to help it on the elliptical.
According to "calculation" it should be around 140-170,
but at the peak of my workout I'm pushing 190.
MHR = 200, so I'm pretty close at it.
I guess what I'm wondering is--is it entirely dangerous at all?
I am a diabetic, but I got the okay from a doctor to workout the 5 days a week that I do. No heart problems that I know of. It just kind of bothers me that it gets that high.
Or maybe it's normal at first? I'm new to this "working out" thing.

Not dangerous just means your able to push yourself to your max. If you get chest pain or feel faint then stop. As you get better at exercise your HR wont go as high as easily and you'll find it settles at a lower figure.
