Gaining weight, same size?

So I've gotten back into a serious weight workout after a bit of overtraining fatigue from a few months ago.

I'm using resistance training, sprinting (60/120 on the track for about 20 minutes), hitting the heavy bag (10-15 minutes at a time), and all that. I can definitely tell I'm getting in better shape, as my run times have improved markedly and there are definite signs of muscle tone and development.

However, my belly still measures 38 inches across. And I've gained 10 pounds. I'm not exactly sure if this is good or not.

This is my first real exercise program, one I've researched and done a lot of work on organizing. I've developed a good diet (I think) which consists of the following:

Breakfast:

2 scrambled eggs
1 cup yogurt (fruit)
Banana or other fruit
1 8 oz cup water, 1 8 oz cup Gatorade

Snack:

Granola bar or half-dose of Muscle Milk (water, not milk)

Lunch:

Baked chicken, or some other white meat
Rice (plain, 1 ice cream scoop full)
Plain salad
1 8 oz cup water, 1 8 oz cup Gatorade

Snack:

Granola bar or a piece of fruit

Dinner:

Pretty much the same as lunch

I also carry 1 gallon jug of water around with me at work, and I go through the entire thing daily. So I'd say my hydration level is good.

My workouts consist of 30-40 minutes of some high intesnity training. There isn't a point where I'm not sweating or breathing hard, even on the bicep curls. I'm just curious if this initial weight gain is additional muscle mass being put on which will help my RMR in the long run.

I don't want to get skinny-fat again like I did when I overdosed on cardio, weighing 179 lbs but still having a gut. Right now I'm at 220 pounds (At 5'8"), with a 36 inch waist and a 48 inch chest. I'm looking to bring my waist down to a 32 inch, but I would rather have it come next year and be a lot harder to lose than get it 6 months from now and lose the whole damn thing because I decided to eat a bag of Doritos.
