I am wanting to be a high school football kicker and punter. I can kick and punt pretty well, I need some help what should I do to build my kicking leg up? I can punt about 30 yards and only 13. Will anyone help me out?
 
Start working out. Alot of Squats and Lunges will help. You also need to increase your Hip and Hamstring Flexibility. Also you need power in a kick so work on that too by doing some power cleans and other olympic lifts.

And Last actually work on kicking technique.
 
13 is young to workout to brutally. Do some weighted lunges (youtube video that for technique), weighted calf raises, and squats for now. Make sure you have a strong core, everyone benifits from a strong core.

Is it possible for you to contact your high school's current kicker? One on one advice is always the best.
 
Play soccer. Every kicker, when I played 2 years in college, used to be a soccer player.
