Does Fat get looser before it comes off?

Hello,
I have been on a fat loss program for 3 weeks now, and before I started, the fat around my stomach and sides felt firm or hard. Now, it is very jiggly and I can press my hand into it easier. What does this sound like? Does the fat get looser or softer as it is coming off, or am I getting fatter?
I am losing weight, but real slow as I am lifting weights as well, but I just want to lose the fat around my sides and stomach. It really has not gone down measurement wise, but it does feel softer. Is this a good sign that it is coming off?
Any comments welcome. Thank you!
 
I didn't know the answer myself, so I asked around yesterday and the answer I got was 'yes'. As you lose fat it get's softer. So you are on the right track...

Hmm, never knew this ... interesting. I would have just suggested that your body is becoming more limber by working out, and so your body is more relaxed (or softer). But, keep up the work. The mid section is one of the hardest places to work on, and the results are relatively slow.
