Neither. All that matter is how many calories you take in and how many you burn each day. Carbs are just another form of getting those calories. They tend to be a little more calorie dense but no, just cause it is a carb doesn't mean it is good or bad.

You can gain just as much weight eating 4000 calories of potatoes as 4000 calories of steak as 4000 calories of celery.

You can't just take one item and isolate it and decide that it's good or bad. The macronutrients work in combination to fuel your body. Your body needs some carbs, some protein, and some healthy fat in order to function.
 
Yeah, I'll just echo what the two above posters said and add that getting all your macro and micro nutrients might have a positive effect on weightloss since it makes your body run smooth, but the real heart of it is calories in < calories out.
