Can't reach full sprint, Legs feel heavy very quickly

Hello I am 25 and am currently very unfit. I played footy up until I was 20 and was quite fit and fast, and have done weights training on and off also. I tried to come back and play rugby last year and had terrible trouble with shin splints... I think - excruciating pain on inner side of shin bone and in calf. At the time, and now, I cant break into full sprint. I push as hard as I can but my body won't go to the extra level. I'm playing touch footy at the moment and after a couple of minutes my legs feel like the weigh a ton. I have also had bad back problems over the last 2 years. Can anyone suggest any training to get my legs back?
 
it sounds like LT level need developed. That is Lactate Threshold...

trainign thru the "perceived pain" lil by lil. You can actually train it to a point that your body will not even release lactic acids....

that heavy feeling is your BRAIN saying your muscle has had enough. You are not tough enough mentally yet.

They feel heavy bc you can't move them as fast? It has been 5 years since you've done any major football movement. Problem would lie in your PNS not contracting the muscle as accurate and as quickly as it used to. And you could also have gained some weight.

This is my biggest hurdle...Mind over Matter is definitely my struggle. I know I can go further than what my head is telling me to but I listen to it most of the dang time and Wimp Out. Working on that.
