there's no way to 'tone' a muscle through any fancy rep scheme. the shape of your muscles are determined by genetics (barring some kind of invasive surgery that damages the muscle tissue).
To 'tone', you build up muscles by weight training, and lose subcutaneous fat, just like Mreik said.
The only thing doing a ton of reps with light weights accomplishes, is trainign you to do a lot of reps with light weight...i.e. endurance. Useful for marathon runners, cross country skiers...because it builds very little muscle mass, and thus keeps their weight down.
Low reps (3-6) with heavy weight is more about building strength...size is secondary (you'll grow, just not as much). reps in the 8-12 range induces more damage to the tissue, so that it will grow back larger...and strength becomes a secondary goal.
This is why you'll see a smaller built powerlifter outlift a much larger bodybuilder. two different goals, training techniques.
