Best approach for hips?

Hi, everyone.
Can someone tell me what some good ways are to lose some weight around the mid-section? (like hips/stomach)

I'm doing some research for my cousin. She is 16 years old, 5'7", and has a good figure (I don't know her exact weight), but with a little bit of extra weight around her mid-section.

Is there a safe way to reduce only the area with extra weight? (I read somewhere that "dieting" is not good for people that are still growing, but exercise like Crunches should be good, right?) I found some articles saying that pills like Hydroxycut aren't good ideas (not safe, and don't work), so I assume those are not to be considered.

Any suggestions are appreciated! :)
Here is the goal, I assume:

Unfortunately there is no way to "spot reduce". Fat has to come off the body from all over - and that means watching what you eat, eating healthily, and exercising.

Doing exercises doesn't really do a whole lot towards removing fat specifically. Exercise helps build muscle and burn additional calories - which results in fat loss over time.

And yeah, pills are not the answer.

So, exercise will help to lose weight at the same speed all over your body? Is there any risk that you will become too thin while waiting for your mid-section to reduce, or will your body never reduce a certain area too far, while you are eating well and exercising? (My cousin is "normal" weight, so she can reduce SOME weight all over her body, without becoming "too thin")

Thanks for the answers!

No. The body will put on fat on a certain order based on your genetics. It removes it in the opposite order.

It has happened numerous times in the past where, especially women, carry much of their fat in their lower halves. Their upper bodies and face can get sickly lean waiting for the lower bodies to "catch up" in terms of fat loss.

As has been mentioned... it's all a matter of genetics. Some people will lose fat relatively evenly over the body. Others... not so much.

At her age, I'd be mindful of paying too much attention to weight and shape. A lot of girls her age get caught up chasing the idealistic image portrayed in popular media, which is unfortunate. It's unfortunate b/c we can't change our shape beyond building muscle and losing fat. We can lose all the fat in the world, and build the perfect amount of muscle, but that most likely isn't going to lead to the idealistic image someone has in mind.

Plus, people her age are most likely to wind up with an obsessive tendency such as an ED.

Just tread lightly and educate her. It wouldn't hurt her to delve into participation of a community like this so people can lead her in a healthy direction.

There is a personal trainer that comes into the exercise room in my building. I never had an hourglass figure, and one day he just happened to watch me doing crunches. Afterward as my boyfriend and I were leaving, this trainer showed me an exercise to help achieve a narrower waist. He showed me how to stand loosely holding weights in each hand, then swivel on the spot letting my arms swing around like a helicopter from the pull of the weights. I was surprised a few weeks later when my boyfriend commented on my long waist! I looked in the mirror and sure enough, I had the start of an hourglass figure for the first time in my life! I do this exercise a few times a week now and gotta say if kicks ass! If I ever run into that trainer again I'm going to give him a big thank you!
