arm toning

How do you tone your arms without getting the bulky muscle? I tried to tighten my arm muscle by lifting weights, but now it just looks like its getting too muscular! I want them to be firm and tight, without getting big... is that possible?
 
low weight, high reps... if you havent done any exercise in a while then your arms will get a bit bigger but keep the weight low and the reps high and you will get tighter arms rather then big beefy arms.
 
"Toning" is mostly about your diet. The more bodyfat you lose, the more defined your entire body will be..

...and with that said - what do you want them to look like when you do loose the fat and can see the muscles? That's why weights and diet are both so important.
 
I am a regular healthy eater but the problem is I have a flat stomach, but problem areas with my arms and legs.

I've been able to tone my legs, however, with a lot of lowerbody exercises such as squats and high kicks that left me sore the next day.

I was hoping to find some exercise that would do the same with my arms .. Maybe just some upperbody exercises w/out weights?

push ups, dips, pull ups, legs up dips, reverse bench press, upside down push ups (real name??)
 
Fused, a flat stomach? Thats a nice problem to have!
The muscle that is appearing is what will make them appear firm once body fat % continues to decrease.
If you are a female, it is rare that you will "bulk up" too much due to a lower level of testosterone, but it is possible. Male or female, you may want to, as Patesguy said, decrease weight and increase reps, but still at a 12-15 rep range, no higher.

eating healthy will not target your stomach, but rather you whole body, which was why you diet is #1. the more fat you lose, the more defined your entire body will be. if your stomach is already flat, then your body will have no choice but to take fat from your problem areas.
