aim to get yourself fairly worn out?

I've been doing HIIT (30 sec sprint, 1 min walk) for a couple of weeks now and I've been managing about 10 minutes before my sprint speed is significantly reduced. Should I aim to get myself into a real "out of breath" state where it gets very difficult to sprint properly, or should the intensity be kept lower than this?

Surely the higher the intensity the better the workout? (unless you make yourself ill).
 
Go as hard as you can every interval. If you slow down, its ok as long as your going near maximal output for that interval. You should be able to build up output over time.
