A LOT of work to be done...but where to start?

OKay, so I have posted a few posts regarding what my goals were and have done research and asked questions based on what I had read. Then I got to thinking and figured maybe it would be best to see exactly what I am working with before making any programs and giving any advice. As you can see in the pictures I am a little overweight. My chest is virtually flat with no definition except maybe a little in the outer and lower region. My biceps are there but covered by a layer of fat and my triceps..well need some work. The biggest thing I want to work on is that belly and my posture. As you can see in the photos I do have a bit of a pot belly and my posture is very poor do to it as seen in the side profile. The coke cans and root beer bottles beside my bed probably tell the story. :-D. I am finished with this though. I want to look better. I want to lose the fat, flatten my abs and bulk up a good bit.(Not like a body builder, but not like an Ashton Kutcher either. MY question is where to start. Should I cut first...or Bulk up? My equipment as of now is limited. I have a bench, but it does not incline or decline. I have plenty of weight with an olympic 45lb bar. I also have a limited dumbbell set. Any help is greatly appreciated. I am ready to start this as soon as possible. I just need some help in making realistic goals. I've already tried the starvation diet and after going down from 192 to 180.5 in three weeks I began eating the same amount as before and gained back up to 186...where I am now.

cut first, then you'd be happier with yourself, and you get defintion with whatever you have already. Plus it's easier to notice your progress with a lower BF%
 
Agreed. I'd cut first. Sit down and figure out what sort of exercises you can do with what you have, then build a routine. If you post it, people here will give you some pointers. Lift a few days and probably some HIIT maybe twice a week. Then pick a target weight and stick with it. Once you get to where you feel good body fat-wise, on with the bulking!
