Burning Fat & Lowering Body Fat Percentage?

Hi :) Heres the deal, I am a 19 year old male who weighs 10stone 3lbs and I am 5ft 9 tall, however I have about 24% body fat and from what I can see its all on my lower belly and hips. Ive been trying to burn fat off my stomach with a combination of eating less fat and better foods and also working out, however i seem to be loosing weight but non of it is coming off were it should be only place were i can see a difference is my arms :( What can I do to change this? any advice is appreciated :) thanks!
 
Your lower abs and hips are some of the hardest areas to lose fat. It is where your body keeps cortisol. Your body makes cortisol when your under stress. Keep up your diet and working out. Be sure to do cardiovascular training at least 3 days a week. I would do at least 45 minutes each time. Keep your workouts strong. The more muscle you build the more your body will burn calories. Also try to superset exercises. This will keep your heart rate up. Hope this helps.
 
Your body will burn fat where it wants to. Usually the last place fat went on is the first place it burns off. For us guys, the belly is the last thing to go. Besides fat, you really need to look out for sugar. Avoid it like the plague, because that is basically what it is. Eat real food. No refined flour. Eat fruits, veggies, meat, dairy, fish and drink lots of cold water. No soda, ever!!

Strength training and cardio. You need both to maximize fat burning.
 
When it comes to how to losing weight and getting tight abdominals many people are not bothered about seeking a way to lose belly fat. Most will do anything to remove unsightly fat, from surgery to slimming pills.and its very harmful to their health so i prefered workout to do the thing.and i also suggest you to be stay away from this.do excecise like yoga it will surely help you to .
 
Try transitioning to more of a weight lifting program instead of cardio. Contrary to popular belief, low rep, heavy weight will help you burn fat more than cardio in the long term.
