Well, there is really no such thing as a .. "belly toner" beyond having a low fat percentage and getting some abs. For most people in reasonable health it is more about the body fat percentage than about having actual abs, most people have some of those hiding in there somewhere.
For a good simple workout do the basic big movements: Squats, deadlifts, push (bench press), pull (rows). That'll work all your major muscle groups. You can do those exercises with water jugs, sandbags, filled grocery bags or whatever if you don't have weights.
For working out, eating 1200 seems a bit low but I don't have your vitals so it'd be pretty dumb of me to say anything pretending to be clever about that. Just remember that if you're doing weight loss sometimes you need to eat more to get your body going again. It sort of tends to plateau a little if you under-eat too much. (in before people starts screaming starvation mode)
If you want to just burn energy without building muscle some interval training, or if you're in good shape, high intensity interval training, is, from what I've read, the best way to both burn energy (calories) and improve cardiovascular health. This is very taxing for the body tho, so don't over-do it. You'll work yourself into over-training pretty fast if you're not in good shape and over-do HIIT. There is a GREAT post in the weight-loss-through-exercise part of the board about HIIT, that also gives good advice that can be applied to plain interval training. The good thing is it can be done with running, cycling, burpees or basically anything involving the big muscles of the body.
